Call to Order

The Beaufort County Economic Development Commission (BCEDC) Board Meeting was held at the Boyette Civic Center at 257 West Pungo Street on Thursday, April 24,2003 at 7:45 P.M. Members of the Belhaven Town Council present were: Dr.
Charles O. Boyette, Mayor; George R. Ebron, Jr., Mayor Pro-Tem, Albert Baker and Cynthia Heath.
BCEDC had the following members present: Jeryl Rawls, Chairman, AI Klemm, Zoph Potts, Jay McRoy, Floyd Brothers, Buster Humphreys, Stewart Rumley, Jay Hardin, Joe Hooker, Vernon Howell, Jr., Jay McRoy and Stan Deatheridge. Tommy Thompson, Executive Director of BCEDC was also present.
Town Manager Tim M. Johnson and Town Clerk Marie J. Adams were also present, as were Approximately 12 members of the public.

Invocation and Welcome
Dr. Charles O. Boyette, Mayor gave the invocation. Mr. Thompson welcomed the board members and introduced Chairman Rawls.

Approval of Minutes
Chairman Rawls asked for adoption of the BCEDC Board minutes of March 27, 2003. A motion to approve the minutes was made and seconded and carried unanimously.

Belhaven Waterfront Study
Mayor Boyette stated that the Town of Belhaven was encouraging development of the waterfront and pleased with the recent Waterfront Plan and Feasibility Study in which the BCEDC and the Town of Belhaven financed.

Mayor Boyette also stated that the Town's infrastructure was in place with an upgraded sewer system, new water system - almost complete and recent upgrade of the electric system.

Mr. Thompson briefed the board on the Waterfront Plan emphasizing that the Town of Belhaven was the owner of the property which would be a focal point that could get the project started. Mr. Thompson also stated Belhaven had an advantage to development because of the large amount of prime waterfront property available for development.

Mayor Boyette also stated that Pantego Creek was a safe harbor and that the town administration was proceeding to try to get the breakwater, which is dilapidated, replaced with rock, rip-rap.

Mr. Thompson stated that the board would take a tour of the John A. Wilkinson Center (JAW Center) and then proceed to the waterfront for a boat tour, provided by Captain Ricky Radcliffe of Radcliffe Marine, Inc.

Other Business
Mr. Rawls proceeded to conduct the other items of business of the BCEDC which included discussion on the following projects: Pretti Project, Atwater Project, Maxwell Industries, Pharmaceutical Project, VictoryProject, OLF, (Buildings- Shell) and concluded with the adoption of a budget. Councilman Ebron left the meeting following discussions of the Belhaven Waterfront. The meeting concluded at the Boyette Civic Center and proceeded to the (JAW)and
then to the waterfront tour.

BCEDC members left the Civic Center at 9:45 A.M.
